Azure Storage Migration: Refactor remaining S3 (Publishing, etc.) connectors to HybridPathedStorage

Recipes is now Azure-ready. We need to refactor Publishing, and any other s3-only sources.

will have to accommodate GIS and GRU usage of our DO buckets (e.g. downloading files during QA). on their PCs though they likely have easy access to our Azure blob storage via CyberDuck and presigned URLs
