After trying the Naomi version and the Japanese Dreamcast GDI, I've found that Project Justice seems to only have partial success in extractions. I saw the "NO MODELS FOUND" error on two of the arcade version's extracted files ("mpr-23541.ic5" and "mpr-23545.ic9"), and the same error was thrown when trying to get anything out of the "UPLMDL" folder in the Dreamcast version. I suspect UPLMDL to be "player models" for the actual, named characters during combat. The Naomi tool as is can only seem to pull up the custom create-a-character pieces (unused but still inside of the arcade version, otherwise exclusive to Japanese version in, seemingly, the "UGMEDMDL" folder), and, at least for Dreamcast version, what seems to be stage models in the "MGEDMDL" folder. I'd have to do more exploring on that front. But these are my findings so far.
