Allow `uom` units in inputs other than base SI units

Currently we have one set of units (base units) that we accept in deserialization for uom fields. This means we need to provide temperature in Kelvin, energy in joules, road grade as a ratio.

Would be very nice to allow temperature in C, energy in kWh, and grade as a percent.
