Add means to download wind data without upsampling into Hercules form

In the current setup, wind data is downloaded in hercules/resource/wind_solar_resource_downloader.py and then put into Hercules data input form in hercules/resource/upsample_wind_data.py. Would be good to have an option to go direct without upsampling
