Update Hercules package list when electrolyzer repo becomes a package

We are working on making the electrolyzer repo dependency into a PyPi package. Once the electrolyzer repot is updated, we will update the Hercules repository to install the electrolyzer repot as a normal package rather than a cloned repo.
