Pilot upgraded release automation

Goal

Pilot the upgraded release automation on a real repo before org-wide rollout.

Scope

• Use OMT-Global/bootstrap as the first control-plane pilot.
• Optionally use OMT-Global/github-runner-fleet as a second pilot for container/image publication.
• Verify exact tag behavior, release notes, artifacts, and floating tag promotion.
• Capture rollout notes for downstream repos.

Acceptance criteria

• At least one exact release tag runs through the new workflow successfully.
• The GitHub Release has generated notes and expected assets.
• Floating tags move only after successful publish.
• Any repo-specific gaps are logged as follow-up issues.
