Supplying Non-Existent CSV is Errorless #100

To recreate this issue - build the csw-check tool and execute with:
run -c i_dont_exist.csv
To see that the tool claims this is a valid CSV-W - even though it didn't exist.
This will be problematic in production as if a URI is incorrectly supplied, the tool will report it as valid.
