Mismatch in count of notices vs publication numbers

There is mismatch between the count of notices and publication numbers. The issue is known, it is because of the logic used for identifying a notice (UUID without version number). However, new users will not have a clue about it. This and any such known issues should be listed out somewhere.

@Anoop-Variyan, please provide the exact text you want to add under "Known Issues" in the help page and reassign this back to me. Better yet, add the known issues to the docs website and provide me with a link to that page. Ask @victoriobentivogli, @yfanti for help on writing & publishing docs.
