Because as far as I can tell, nobody cares and we have no idea if it even still works!
It would take me at least two week to work out of it works at all with el8 and given the massive java changes in our el9 system (javax.servlet --> jakarta.servlet) it clear we would need to get the latest NcWMS and see if they have made that transition as a prerequisite for el9 builds.
