Discourse as the discussion forum for the project

The OWASP Foundation is currently testing Discourse as a replacement for mailing lists. Since the mailing list for the OWASP Serverless Top 10 has never took off, this is good opportunity to start a discussion forum.

Things to be done:

• Provide a description of the category
• Add link to the project wiki page
• Announce on Slack
