Improper tagging of wheels.

We should be outputting the file with a "cp3*" rather than a "py3*" tag. 
We should also detect the ABI version and tag appropriately. Currently the only specialty ABI we support is pydebug ("cp3*d").
Any detected *.so or *.o files should trigger a platform tag output as well.
