Scroll position not restored when going from buildings->building->buildings

All components render once with no state and thus empty. This resets scroll position. The no state is a result of react-async

Scroll position is appropriately restored by react-router when using browser back button. Pressing the 'back' link on building page is technically a new navigation, so position is not restored in that case.
