Token transfers fail on ORE Staging network

Attempts to transfer either SYS or ORE seem to be no-ops when connected to ORE Staging (singlesig mode - haven't started testing msig mode).  The Scatter "approve" dialogue doesn't pop up.

EOS transfers work fine when the ORE toolkit is connected to the EOS mainnet with a valid mainnet account.
