Description
This paper is a bit old... But abstract seems like it might be worth looking into ... The idea that many local gov data platforms are based around efficient sharing of geospatial data is probably more accurate than has been acknowledged ... The State of WA was originally an ESRI product for this very reason... Anecdotally - I imagine a lot of shared / open local gov data (outside of big cities) is geospatial...
