ansible-lint automated testing + GA release workflow

As a follow up to this PR. Create a github actions workflow to run ansible-lint on incoming PRs. Compliance established on .ansible-lint.yml.

This should ensure some code style consistency.

We can also try adding a GA workflow similar to https://github.com/OpenNebula/cluster-api-provider-opennebula/blob/master/.github/workflows/release.yml (needs some research) 👍 😇
