Edit permissions on update group form

Description
Be able to update the permissions of a group when editing the group.

Use case
To give the admin group users the chance to edit permissions of a group without using the ACL tab, so the user experience will be simplified.

Interface Changes
When edit a group, add a permissions step like in the create group form.
