Describe the bug

Just now my friend told me that his computer is unavailable. His computer is a Windows10 system, but he can use it sometimes and sometimes it cannot be used in previous versions, so the problem cannot be located. I tested many methods on his computer without any effect. opensteamtool.zip is the log below.

Steps to reproduce

1. Place all DLL files in the Steam root directory.
2. Launch Steam
3. It was found that the unlocking did not take effect
