Add a wiki page with information on how to configure various IDEs to run/integrate PHPCS

Is your feature request related to a problem?

There are numerous popular IDEs which either have native support for PHP_CodeSniffer or can support PHP_CodeSniffer inline comments via plugins/extensions.

I believe we should not recommend any specific IDE or IDE extension, but that it would be helpful for users to get pointers on how to configure their IDE to work well with PHP_CodeSniffer.

Describe the solution you'd like

New wiki page with a section for each popular IDE, including screenshots and links to the official documentation of that IDE and/or links to relevant IDE extension searches.

• I intend to create a pull request to implement this feature.
