UI/UX CX Settings #394

I have been struggling with COGM hasn't displayed properly for few weeks. A mouse-over suggesting theres a problem somewhere would be helpful (and maybe just a 'fallback to the default'

I got some suggestion to check my CX settings. I configured my "Default CX" settings appropriately and when i go into preferences to set default cx as "Default CX" it won't take it and just keeps going back to "Please select" It seems like this is a bug when you create a new empire then have to go elsewhere to manually update the CX- rather than it setting the 'default'

the solution was to go into management -> empire configuration select the CX here then update CX assignments.

That is lets just say- not at all clear, nor representative of what you would expect the behavior to be under cx settings under profile to work properly

a few suggestions would be
1.) An on-hover effect suggesting "invalid CX Settings for this empire" when COGM is greyed out to give the user a hint to where the problem may be (there may be other conditionals i'm not aware of too)
2.) don't allow there to be a null variable for default CX settings- (when creating New Empire allow the user to select a CX, if they do not it defaults to "Default CX")
3.) fix account-> profile -> default cx -> "Please select" function (Actually if #2 happened, this feature I think would not need to exist anymore)

If this is helpful feedback there is probably more that can be said, theres lots of little quirks like this that would be nice to iron out from a user experience perspective.
