Update News Function for Admins

Can we get a api post endpoint to update news.md?

This would be good for external tools to update the news.md

Things like custom game servers, group news from discord ect

API is implemented in the next backend version 16.3.0. will require ui work in the gamevault-frontend repo though.

UI proposal:

Show an Edit Button here, only visible to admins, in the server news tab, that converts the view to an editable text field, which can then be sent to the API with another save button or canceled with an abort button
