Support generic APRS messaging

Just putting it out there, it would be great to be able to receive messages, as well as send messages to other APRS stations. This might be pretty useful to communicate with teams in the field - especially if we consider the direwolf APRStt functionality.

Ideally: right-click on an object to send it a message, and otherwise display an inbox window from the main menu to see incoming messages sent to our station.

It may be adressed in the new client (webapp2) or in a separate plugin. I'll keep it open to remind me.
