add NetworkAccess to clts (polus plugins)

**Description**

Polus plugins should by default add a NetworkAccess attribute set to true to avoid problem with accessing the networks.
Moving forward, we may need to add that to the ICT standard.

**Proposal**

in cwl v1.2 we need to explicitly grant NetworkAccess
