Self assign for PrestaShop/community-members members

After talking with @matks, we think that we can implement a new rule in issue-bot to make possible self-assign for PrestaShop/community-members members. The idea behind this is to assign an issue without ask all the time to a committer member.

We imagined this behaviour:

• You are a member of community-members.
• You post a new comment with @issue-bot please assign me.
• If a member aren't already assign, issue-bot assign the commenter automatically that mention him.

What do you think about this new rule?
