Introduce localization to the widget_toolkit_otp package

As a developer I want to be able to localize all strings of the widget_toolkit_otp related widgets so that I can apply other languages other than english

ACs

- [ ] Add a new property: `localisation` to the SmsCodeProvider class that should extend the widget_toolkit_otp:LocalizedStrings class
- [ ] Apply this change to the rx_bloc_cli:onboarding_phone_confirm_page.dart
