Refactor navigation #60
Description
Right now there are links to do different things randomly strewn all over the place. They are inconsistent and hard to follow. Both the userbar at the top and the navigation tabs should be reorganized so that useful links are in the right place. Currently the userbar at the top when you login gets too long, and the navigation tabs don't necessarily hold the most important content.
