Summary
Situations can occur where lack of landmass contiguity requires an exception from the rule of required district geometry contiguity. For example, when offshore islands are included in districts these should be treated as contiguous with part of the mainland.
Intended Outcome
Districts with allowed non-contiguous landmasses are considered contiguous by DistrictBuilder
