How to set up config file for clustering by administrative region with dictionary of countries? (mix of admin level 0 and 1)

Hey all,

I want to build a PyPSA-Eur network clustered in 'administrative' mode with a mix of admin0 and admin1 regions. I tried to follow the documentation, and set up my config file as so:

However the resulting network was all at admin0 level, including the countries I put in the dictionary. Did I set up my config wrong here? Any tips are greatly appreciated!

If someone has a version of this part of the config that worked successfully, I would be thankful to see it. Thanks in advance!

I think it's just:
