Add MFC_FLOW_FB signal to IO map and ICD; map into PLC/HMI for monitoring; update RTM and add/extend a verification test case.

Needed for commissioning diagnostics and SAT evidence (flow verification). Reduces integration churn by making the feedback path explicit and testable.
