There are situation where a user installs a fresh Qubes version just to restore some backup. One can choose the default install and then not install the user vms (persona, vault, etc.).
The solution you'd like
UX-wise it's much easier to for users if they had an option that said "restore from backup", that would install the bare minimum necessary to restore from backup and start the restore utility on first start.
The value to a user, and who that user might be
This avoids situations where the user mistakenly does the full install and then ends up with debian-111.
