release: 0.8.3 — union-tag-preserving argument decode (TaggedUnion)

Cuts a release for the union-tag fix added on top of 0.8.2 (commits d0eb85f
feat, 56ef84b lint/mypy, 473b9e9 tests): Arguments now preserve the union tag
when decoding union-typed args, exposed as vgi.TaggedUnion. This unblocks the
discriminated-union grid_search in the downstream workers.
