Deploy dicomweb time report is incorrect

Shows a time of 1 second instead of the actual time.

Was the actual time less than or more than a second? Is it an issue with precision of the result (ie. sub-second) or accuracy (was more than a second).

Is the result expected to include the time to scan files prior to starting the upload? Currently it does not: the clock for processing statistics starts after the file scan and before uploads are processed. (implemented this way in PR 72)
