bug: windows download

Windows downloading isn't working currently.
The preliminary research shows that blink.download tries to download the msvc binary but we don't have one.

So as said in the other issue, it will build with the following config, but it'll be in the wrong directory so it requires you to manually move from target/x86_64-pc-windows-gnu to target/release. If possible should try and update the search path to include the windows build.

Looks like msvc is the only system_triple available by default for windows in blink.lib.

Shouldn't be too hard to overwrite this in the callback function and should solve for anyone that doesn't want to build themselves. Have some things to do ATM but will probably have a pr up by tomorrow morning.

trying to update the callback to the download_url function, but it looks like now the version isn't getting into the ensure_download function somehow. It hits this error as the git tag/version aren't defined.
