Rebuild and publish codelabs, making sure they work with Blockly v12+.

1. The codelabs content works with v12
2. claat has to be compiled from source on silicon-based macs, which is a little annoying, but fine
3. The part of claat that turns the markdown into html is fine enough.
4. The site part of claat that generates the whole site and puts it on gcp is totally 100% busted. It was (mostly?) copied out of the googlecodelabs/tools repository, which hasn't been updated in 5 years, so a lot of its dependencies are out of date or are straight up broken now. And since this isn't our code, there's not really a reasonable path for us to fix it.

I did find this forum post which led me to this PR which I am currently trying to somewhat replicate to see if I can get a version to run, but this isn't sustainable long term.

I copied over the new package.json, gulpfile, and other scripts (not the example codelabs). After removing package-lock.json and node_modules from both root and site/ directory, I was finally able to get the project to build. It looks okay on my machine but I'll give it a more thorough look on Monday and publish then.
