Summary
When running a region such as SPP at county scale, the cendiv weights from the neighboring, but not included regions (such as Mountain) are included in the csv, but are not available cendivs in GAMS and therefor there is a Domain Violation.
Either the cendiv of neighboring regions should be added to the icendiv set or the weighting in the new python process (Bring cendivweights calculation into input processing #121) should remove these areas.
Also present if running WECC_SW or WECC_NW at county resolution.
