Summary
Several hydropower inputs use the legacy 134 zones, so when they are used for other zone definitions, they get disaggregated and reaggregated. These aggregations typically use uniform weighting, so hydropower inputs such as capacity factors will change with zone definitions. This was observed in #134 where the default zone set was changed to 90 zones. Hydropower capacity remained the same, but hydropower generation increased.
A simple capacity-weighted for just hydropower CFs was done here: main...wjc/hydcf_weighted.
It would be nice to either recreate hydropower inputs at higher resolution, which could be more easily translated to zones, or to apply capacity-weighted approaches for aggregation and disaggregation.
