'Not' filter not working for parent/sub-issue status

Note the 'is not' parent. I only managed to set the filter to 'is not' on parent and child filters, on everything else it doesn't seem to be clickable, so I'm not sure if the bug is "not filter not working" or "not filter existing", but yeah.
