production: update ubuntu

We're currently on ubuntu 22.04 (Jammy Jellyfish) which is an LTS release good until May 2027 (under standard security maintenance). I'd like us to upgrade to 26.04 (Resolute Raccoon) which good until May 2031.

This will need to be done in stages because the upgrade tools only allow single LTS -> LTS jumps.

Stage 1 (now-ish)

Upgrade to 24.04 as an interim step.

Stage 2 (around Aug 4th, 2026)

Upgrade to 26.04 once 26.04.1 lands

Upgrading from 22 -> 24 requires deleting postgres 12. Unfortunately, there's an avistadb (last modified in May 2021) and an associated app /opt/avista which is a docker compose. It looks like avista wants to run on port 5000, but it's not clear what it does. I emailed the owner of the machine to clarify. One option is to dump the data and try to restore it on a new postgres version.... even better if we can just delete it and move on.
