As was done for humble in RoboStack/ros-humble#385, I'd like to add lbr_fri_ros2_stack to jazzy.

I applied the same changes here (main...kenichi-maeda:ros-jazzy:add-lbr-fri), with the only difference being the rev in rosdistro_additional_recipes.yaml. In principle, this should work, but I'm running into the following error:

Error:   × Failed to resolve dependencies: Cannot solve the request because of: No candidates were found for ros-jazzy-lbr-fri-idl *.

  ╰─▶ Cannot solve the request because of: No candidates were found for ros-jazzy-lbr-fri-idl *.

I ran into a similar build-order (or dependency) issue when adding this package to humble, but it was resolved recently, likely due to upstream changes.

Does anyone have suggestions on how to approach this for jazzy?
