PRISM v2.2.0 released

This is a metadata-only MINOR release: it completes the Pattern B legacy sweep, stamping every Standing Principle, Monitor, and Probe with its normativity marker (✅ encourage / ⚠️ caution / 🚫 prohibit, or detection-only). No behavior changes — if you're running an audit today, nothing you do changes. The markers just make each element's posture scannable at a glance.

Highlights

• 32 legacy elements marked: 13 Standing Principles, 12 Monitors, 7 Probes.
• 28 carry a polarity glyph; SP-6 also carries a recommended strength token; SP-3, M5, and M9 are detection-only (no glyph by design).
• Version-pinned snapshot at the tag: PRISM_v2_2_0.md.
