figure pipeline organization

we should have a figures.makefile that collects the various figures we make for manuscript / other ends

@seabbs can you extract these from the other makefiles, organizing so that all figures end up in same place, scripts are named / placed somewhere that makes it clear they are for making figures.

optional: tune up the rules so that life is easy when inevitably someone wants a tiff / jpg / whatever for some reason
