Re-enable Julia v1 and pre tests after ODEInterface fixes

Summary

The Julia v1 (latest stable) and pre (nightly/pre-release) tests have been temporarily disabled in the CI workflow due to issues with the underlying ODEInterface.jl package.

Background

ODEInterface.jl needs updates/fixes to work properly with newer Julia versions. Until those fixes are made, only the LTS (Long Term Support) Julia version tests are running.

Action Items

• Monitor ODEInterface.jl for relevant fixes/updates
• Re-enable Julia v1 tests by uncommenting - "1" in .github/workflows/Tests.yml
• Re-enable Julia pre tests by uncommenting - "pre" in .github/workflows/Tests.yml
• Verify tests pass after re-enabling
