Align Android CI NDK to 28.2.13676358 before or during shared-image cutover.

Scope

  • Update docker/ci/Dockerfile.ci-base Android target from 27.1.12297006 to 28.2.13676358.
  • Verify Android build workflow success after update.

Acceptance Criteria

  • Android build workflow passes with updated NDK.
  • NDK baseline matches shared image specification.
