view angle slowly moves towards the centre when looking up or down

Describe the bug

when looking up or down (seemingly above 50 degrees or below -50 degrees) the camera slowly moves in the opposite direction. no controller is plugged in and in the video i attached i lifted my mouse off the desk

To Reproduce

1. look straight up or straight down
2. let go of the mouse
3. watch the view slowly move on its own

Expected behavior

my view should stay exactly still unless i move the mouse
