Add force redeploy option

In some cases, like when deploying to a rebuilt cluster, forcing redeploy is needed, disregarding current config and version hashes.

Options to implement are

shepherd-deploy --force-redeploy

or

SHEPHERD_FORCE_REDEPLOY=true shepherd-deploy
