It never actually toggles HDR

Possibly. If you temporarily disconnect your other monitor(s) so only the one with HDR support is connected does it then work properly for you? If so, I'll have to dig out a second monitor and figure out how to specify a monitor and see if that solves it. I've only had a single monitor since getting rid of my triples and going with an ultrawide, so that's not something I've tested. I do still have them packed away somewhere, so if that test passes for you I could dig one out when I get time and see if there's an easy fix, so let me know.
