I would love to make Windows 10 look and feel like Windows 3.x. How do I use program manager?

I found an install file for program manager remade. However, while I can make shortcuts to 64-bit apps, they will not attempt to load (I tested Fallen Order and Necromunda.) 32-bit apps such as Power Tab Editor and Aseprite do load, though I couldn't get Aseprite to load from the main steam directory. I had to copy it to a folder on C:.
