chore(deps): drop husky, use core.hooksPath

The .git-hooks/ shell shims wired via scripts/install-git-hooks.mts
(prepare script) replace husky's hook installation. Removes the dev
dependency since the fleet template no longer ships .husky/.

Cascade: socket-wheelhouse@1387fc8 install-git-hooks + .git-hooks/*.
