Upgrade the Kotlin version and migrate the `context-receivers` feature to `context-parameters`

The minimum required versions are Kotlin 2.2.0 and Gradle 7.6.3.

This is needed because some dependent projects use the latest Kotlin versions, such as 2.3.20, in which the context-receivers feature is no longer supported.

This migration is not possible while we remain on Gradle 6.9.x.
