Goal

Create the authoritative V1 inventory for all components delivered or planned under the MVP milestone, then assign each one a target catalog level.

Catalog levels:

Acceptance criteria

• Every MVP component is listed exactly once.
• Every component has a target catalog level.
• Every component has an action: keep, move, split, deprecate, or create dependency first.
• Components with dependencies on missing lower-level pieces are flagged.
• Follow-up implementation issues are linked from this inventory.
