[BUG] Scanning progress indicator overlay cause UI problems

How to replicate problem:

1. On the website for ExtensionShield, paste an extension URL in the bar for scanning.
2. When scanning the extension, the progress image pops up.
3. Scroll down to the page footer. The progress tracker is seen to overlay the elements in the page footer.
